Re: Chinese New Year Celebration 2008 Proposal

(See attached file: Transformation into Student Council.doc)

As we get the students to elect the 4th Student Council president, we need ask ourselves whose mindset need to change. Maybe the P, because after 4 years he still cannot see that some things will never happen at SQ. At SQ, we will always need to bark at our students before any one will listen to us and comply.

I do not blame whoever did the schedule attached. I need to change my mindset. Some things I must give up believing and dreaming about. Student Council, huh? Its was a prefectorial board all along. The only one in the
school who still dreams of it as a Student Council is the unrealistic man sitting on top who doesn't know what his people are struggling over everyday... huh?

什么东西?讲了一大堆,到底要表达什么?

Transformation of the Student Body

The Oxford dictionary defines “prefects” as “a senior pupil authorised to enforce discipline in a school”. Like most schools in Singapore, the highest office students can be appointed to was to be a Head Prefect. The Prefectorial Board was the premier student group to lead the students in any school. However, the prefects, by definition, would not be chosen so much for their leadership potential than by their ability to follow instructions given by teachers.

In 2005, the prefectorial board in SQ Primary was replaced by the Student Council. The highest office any student can aspire to hold in the school is to be elected a President of the Student Council. Instead of looking for students to help enforce discipline, teachers from all classes from P3 to P6 were on a look out for candidates who show leadership potential. The Head of Pupil Development and the Student Council teacher advisors then shortlist 6 candidates from amongst all selected Student Councillors. These were put through a group interaction activity and an individual interview by a panel of management team members. The final trio selected would be given the opportunity to go before their peers to campaign for election as president. This means that the P6 students would be given the chance to choose their own leader from amongst those shortlisted by their teachers. The person with the highest vote wins and becomes the President of the Student Council. The remaining two members become the 1st and 2nd Vice-Presidents respectively.

The change in name of the most important student body marks a change in function. The first Student Council led the students in school activities as well as in suggestions to improve the school. It was at their first interaction activity to select the top three positions that the idea of an air-conditioned canteen was born. This was followed by more discussions at the larger council body on what they would like to see improve in the school canteen.

The second Student Council, which will be installed on 14 Feb 2006, will mark another milestone. They will be challenged to drive the Student Suggestion Scheme and lead the processes of transforming the student community into “a caring, joyful and vibrant learning community of innovation, creativity and enterprise.” (our school’s vision)

The Student Council sits at the top of the Student Leadership and Character Development Framework of SQ. The framework is seen as a vision to nurture a cutting-edge crop of students who is capable to “make a positive contribution to human progress” – part of our school’s mission. Our near-term goal is to achieve 50% of student population involved in Student Leadership at various levels including 10% in Student Council. Our long term goal is to have 100% of Upper Primary (P5 and P6) involved in student leadership roles at various levels with 20% at the Student Council level.

We see a need to develop leaders who have the initiative and character to drive change in the future. In a world that is increasingly connected and where intellectual capital is key to the success of any nation, individuals must be daring and value-centred to stand out in the crowd. Brains alone will not lead anyone to success unless it is followed closely by the passion and courage to initiate change that is beneficial to the community we live in.

Mr. T, P
